In Maliana, the border crossing has been closed but the incidences of malaria are climbing. Consultations in the clinic have doubled and malaria is the principle diagnosis. In total, returnees number 43,436.

Returnees arriving by boat from Atambua and Atapupu, due in part to the length of the journey compared to a flight, arrive in worse condition.

There are increased instances of both malaria and dehydration. In Baucau, the local population is still far from having returned to the previous state.

According to local representatives, there are 12,000 people in Baucau as of November 5. The previous population level was 35,000. Estimations are that half of the 23,000 absent are still in East Timor.
